I am wondering how i could tune my cars but im level 21 and i cant find out how to be able to tune them its still locked

I realy like the game, but there are a few problems. You can buy a tow truck (very expensive) but you cant use it. And the repair guy is buged. He stands under a car that is already finished.
Dont download till..!
1. You have unlimited energy
( buying new is not working and watching ads max 20 a day…)
2. Dont buy the ad blocker. Its not working!( no more ads or unlimited watching ads!)
3. Sometimes cars are gone out of nowhere!
4. The game bugs out sometimes ( very much )
5. Fix it!
